Tamil Virtual University

 About University

 Tamil Virtual University (TVU) is a web based University with its headquarters at Chennai in Tamil Nadu state. The University, established by the Government of Tamil Nadu, functions under the guidance of a Board of Directors and is administered by a full time Director. The University aims to develop and deliver Internet based learning material in Tamil language, literature and culture to global Tamil Communities and others interested.

Educational Streams

Major academic activities of Tamil Virtual University include imparting Internet based educational programmes, digital library and development of Tamil computing. Educational programmes offered by the University include courses on Tamil literature from alphabets to advanced research through internet. Courses on Tamil for tourists and other programs on Tamil culture and art are also included in the University’s curriculum. The lessons are developed in such way that these create interest and provide motivation for learning in self learning mode. The use of multimedia contents include audio, video, animation, pictures, text, etc.

It offers certificate course for the beginners to learn Tamil from alphabets. The curriculum covers Tamil study up to 6th standard under three levels, namely Basic, Intermediate and Advanced levels that include a primary programme with rhymes and moral stories. The higher level programs offered by the University include courses on Tamil Language, Culture, Literature, history, art etc. from introductory level to a higher level viz. Diploma, Higher Diploma, Graduate and Post Graduate and Research programs that lead to Ph.D. The degrees are awarded by the Tamil University, Thanjavur. Facilities

Tamil Virtual University has developed a digital library for the benefit of the students of TVU and for the Tamils living abroad. The digital library includes three sections, namely, books, dictionaries and other references. The University also facilitates Tamil scholars pooled out from the Universities in Tamil Nadu for guiding the Ph.D. scholars pursuing research in Tamil language, literature, history, culture, art, etc. through the University.

Vinayaka Missions University (VMU) is a prominent name in the field of professional education related to Medical, Dental, Homoeopathy, Paramedical, Engineering and Management sciences. Vinayaka Missions University was founded by the Ministry of Human Resources Development (India) to help the locals get the fruits of higher education.

Apart from imparting education, the University considers the overall development of its students and thereby promotes extracurricular activities like National Service Scheme (NSS) and National Cadet Corporation (NCC). It has also established a Career Development Cell that helps the students during their final term of study helping them to develop soft skills, attitude and personality.

Vinayaka Missions University, formerly known as Vinayaka Mission's Research Foundation, is a Deemed University established in the year 2001. Anna University Tiruchirappalli (Trichy), situated along Tiruchirappalli-Pudukkottai Highway, has been established as a technical University by the Government of Tamilnadu. About Alagappa University
  •  Alagappa University accredited with 'A' Grade by National Assessment and Accreditation Council (NAAC) is located at Karaikudi in Tamil Nadu is accessible from Madurai and Tiruchirappalli Airports within two hours. The 440 acre green and lush campus houses all the academic activities. This University has emerged from the galaxy of institutions initially founded by the great philanthropist and educationist Dr. RM. Alagappa Chettiar. 
  • Alagappa University was brought into existence by a Special Act of the Government of Tamil Nadu in May 1985 with the objective of fostering research, development and dissemination of knowledge in various branches of learning. Alagappa University is recognized by the University Grants Commission (UGC) of India. The University has 18 Departments, 5 Centres and 2 Constituent Colleges on its campus. 28 Affiliated Colleges located in the districts of Sivaganga and Ramanathapuram are part of the University. 
  • The University offers education through Regular, Week-end, Distance and Collaborative modes. The Distance Education Directorate offers variety of programmes to the student community spread across the country and in selected foreign countries. Through all modes of education, the University caters to the needs of the student community of around 1,00,000. 
  • As a member of the Association of Indian Universities (AIU), as well as the member of the Association of Common Wealth Universities (ACU), it has rewarding relations with other academic institutions, research laboratories and industrial establishments that promise a spectacular feature.

Chancellor                  
  •  His Excellency, the Governor of Tamil Nadu, Thiru Surjit Singh Barnala was born on 21st October, 1925 at Ateli, Begpur in Mohindergarh District, Haranya State where his father was a Magistrate. He proceeded to Lucknow for higher studies and graduated in Law from Lucknow University in 1946 and practiced Law at Barnala Constitutency in 1967. He held the profuse affection of those peolple that he represented the Constitutency till 1999.
  • His public life spanning over 60 years is full of achivements which are inspirational, particularly for the younger generation. He is one of the most distinguished and ablest leaders of the nation with profuse administrative acumen.
  • In 1969, he became Education Minister of Punjab. During his tenure, he was instrumental in founding the Guru Nanak dev University in Amristsar. In 1977, he was elected as a Member of Parliament and was inducted as Union Cabinet Minister holding the portfolios of Agriculture, Food, Irrigation and Rural Development. 
  • With a landslide victory in Assembly  Elections he became the Chief Minister of Punjab in 1985. As Cheif Minister, he was tough on terrorism and dear to hearts of many, including opposition leaders. He was elected to the Loksabha for the second time in 1996 and again in 1998 and held the position of Cabinet Minister looking after the Chemical & Fertilizer and Food & Civil Supplies.
  • His Excellency has served as a Governor of several States of the nation. He assumed the officer of Governor of Tamil Nadu earlier in 1990 and served for about a year. Later, he became the Governor of Uttranchal State and Andhra Pradesh before assuming office as a Governor of Tamilnadu on 3rd Nov 2004 for the second time.
  • His Excellency has also represented India in the United Nations, FAO, SAARC and other International Organizations. As a patriot, his fervour for achieving freedom for Bharat Mata was so great that he had participated in Quit India Movement in 1942 and was arrested.
  • His Excellencey has a great passion for fine arts as well. He had done scores of paintings and an exhibitions of his paintings was held in 1998 in the Art Gallery of Patiala University and in 2004 at Hyderabad State Art Gallery, at Lalit Kala Akademy, Chennai on Octobet 12th 2005 and at Aurodan Art Galleries, Pondicherry on 30th Oct 2005.
  • He has also authored a book titled “Story of an Escape”, which was first published by Penguin Publishers and its second edition was published as “Quest for Freedom – Story of an Escape” in Punjabi, Tamil, Telugu, Hindi and Urdu and also in Brail.
  • Alagappa University is greatly benefited by adept guidance of his Excellency, the Governor of Tamilnadu.
Pro Chancellor                                                                                                                           

  •  Our Pro-Chancellor, the Honorable Minister for Higher Education Dr.K.Ponmudy has been an immense source of strength and support to the youth of the State and our University. A graduate of Law, the Honorable Minister for Higher Education holds 3 Post Graduate Degrees in the Social Science area, besides a Doctorate. He has authored a book on “The Dravidian Movement and the Black Movement”.
  • Under the able leadership of the most Honorable Chief Minister of Tamil Nadu Dr. Kalaignar M. Karunanithi, our Hon’ble Higher Education Minister is bringing about a metamorphosis in the complexion and content of Higher Education in the State of Tamil Nadu. His sole soal is “Increase the Quantity, Improve the Quality” of Higher Education opportunities. Enabling more students from poor families and rural areas to get access to ‘MAESTRO’ (Medicine, Arts, Engineering, Science, Technology, Research and Open) education at a low cost is his thrust goal. Towards achieving that goal, the Hon’ble Higher Education Minister of Tamil Nadu has put in place a spectrum of measures such as:
Waiver of payment of tuition fee for UG courses in Government and Government aided colleges,

  • Free education up to Post Graduation for economically poor women students, “Double shift system” in all Government Arts and Science colleges to in-take more students, 
  • Establishment of Technology Universities in Trichy, Coimbatore and Tirunelveli and scores of Engineering and Medical colleges in the new and backward districts of the State,
  • Imparting Induction training on teaching methods to newly recruited teachers,
  •  Quality Accreditation of Colleges/Universities by the National Assesment and Accreditaion Council(NAAC),
  • Promotion of Community Colleges to enable those were unable tp complete their education due to poverty and other reasons to re-enter studies in order to open a fresh vistas of opportunity for them,
  • Introduction of uniform syllabi and academic calendar across all institutions ans Universities in Tamil Nadu,
  • Enhancing the employability of students pursuing courses in Arts and Science colleges by enabling them to do a ‘Job oriented Add-on Certificate Courses’ in Polytechnic Colleges/ITIs
  • Implementation of Choice Based Credit System in Arts and Science Colleges, 
  • Initiating measures for improvement of skills like Spoken English, Yoga, Soft Skills, and General Knowledge for competitive exams,

CONTROLLER OF EXAMINATION


   Dr.V.MANICKAVASAGAM, M.Com.,M.B.A.,M.Phil.,M.Ed.,Ph.D.,P.G.D.C.A is the Controller of Examinations from 2007 onwards. Having served in college and University for the past 25 years in various capacities as Lecturer, Reader and Professor he had industrial experience for one year in N.L.C Ltd., Neyveli.

Research Guidance

With his rich experience in teaching he has so far guided 22Ph.D scholars and 80 M.Phil scholars on various topics of Corporate Law, Corporate Finance, Corporate Accounting and Corporate Management. Currently he is supervising 12 Ph.D. Scholars.

Publications

He has published 90 articles and research papers in journals and business newspapers of good repute. To mention a few, are chartered secretary, Indian Journal of Marketing, Journal of Manpower, Indian Journal of Public Administration, Southern Economist. He has authored two books and eight distance education study materials. He has also reviewed eight books so far.

Administration

Prof. Manickavasagam has served as Professor and Head of the Department of Corporate Secretaryship for 4 years form 2003 till 2007. As Head of the Department he introduced many innovative methods of teaching such as

National Seminars with sponsorship form leading corporates etc.
Besides he arranged placement for students in reputed companies.
He served as University Librarian for one year and Warden for University hostel for one year.


Extra Activities:

Prof.Manickavasagam has delivered invited Lectures for college teachers in many of the South Indian Universities.
He was in charge of Civil services coaching for two years.
He acted as the resource person for police personnel on ‘gender sensitisation’ and ‘stress management’

Currently he is the Coordinator for Right To Information Act Implementation committee and Consumer club.


Academic Distinctions:

Prof.Manickavasagam was College first ranker and University top ranker in B.Com., M.Com., and M.Phil. He was awarded National Merit Scholarship for his academic proficiency.

Examination

  • At the end of each semester, the University conducts regular examinations for UG, PG and M.Phil programmes. The students who have earned 80% of attendance from the University Departments/Constituent Colleges and 75% of attendance from the affiliated Colleges in each semester are eligible to appear for the University examinations.
  • To qualify for a pass, a student should secure 50% marks in the examinations in the case of PG and M.Phil programmes and 35% in the case of UG programme. Double valuation is followed for the PG programmes offered by the University departments and M.Phil programmes, In case, the difference between two valuation exceeds 15% marks, the the paper is referred to a third examiner. The examination section is fully computerised to maintain confidentiality and ensure quick services.

Supplementary Examination

  • The University a special supplementary examination at the end of the academic year for those who are having arrear in one subject (either theory or practical) to complete their programme of study. The following norms are followed for the conduct of special supplementary examinations.
  • The special supplementary examinations will be held in the last week of July in the case of University Departments/Constituent Colleges and third week of July in the case of affiliated colleges every year. In both the cases the examinations will be conducted at KARAIKUDI only.
  • Application should reach the Controller of Examinations (Additional Controller of Examinations in the case of Affiliated Colleges) on or before 10th July every year through the respective Head of the Department (the principal in the case of Colleges)
  • Rs.1000/- will be collected per candidate as examination fee. Candidate who opt for special supplementary examinations shall not be considered for ranking purpose.

  • Prof. Balachandran. V, is the first Ph.D in Corporate Secretaryship (1993) awarded by Alagappa University, Karaikudi. He has 25 years of PG Teaching experience and 17 years of Research experience. He obtained his Post- Graduate Degree in Commerce (1981) from University of Madras , Bachelor of General Laws (1986) from Madurai Kamaraj University , M.Phil in Commerce (1988) from Bharathidasan University . He passed his Final Examination of the Institute of Company Secretaries of India, New Delhi in 1986 and after Practical training from M/s. Seshasayee Paper & Boards Limited, Pallipalayam, Erode, he was awarded Membership of ACS in 1987. Based upon his contribution to research and publications, again in 2001, he was awarded Prestigious FCS, i.e. Fellow Member of the Institute of Company Secretaries of India. He obtained his MBA degree in 2008.
  • Earlier, he worked in Accounts and Inspection wing of Telecommunication, Chennai for 4 years (June 1981-Feb. 1985). Thereafter, he entered into Teaching Profession as Assistant Professor of Commerce in National College , Trichirapalli (February 1985 - February 1989). He was appointed as a Lecturer in the Department of Corporate Secretaryship from February 22, 1989, Reader from 27.07.1998 and Professor from 27.07.2006. He was holding additional charge as Director, Directorate of Distance Education from 23.08.2007.
  • He has guided 50 M.Phil Scholars and 14 Ph.D scholars. He has authored books on Indirect Taxation and Co-authored books on Company Law & Practice Part I & II, Company Secretarial Practice, Business Taxation from Sultan Chand & Sons, Secretarial, Securities and Management Audit from Bharath Law House, New Delhi , Business Law and Office Management from Tata Mc Graw Hill and Corporate Governance and Social responsibility from Prentice Hall of India, New Delhi . Most of his books have been recommended by many Universities and Professional Institutes, namely the Institute of Chartered Accountants of India, Institute of Company Secretarie ’s of India , Institute of Cost and Works Accountants of India. He has published over 175 articles in Professional journals like Chartered Secretary, Corporate Law Advisor, Current Taxcom, SEBI & Corporate Laws, TAXMANN, Tax and Corporate Referencer, Management Accounting Research, Envision, Hindu Business Line. He has written 15 course materials for MBA / M.Com programmes being offered by Alagappa University , Pondicherry University , Bharathidasan University , Calicut University and Periyar University under Distance Education stream. He has been given ‘Achievement Award’ for his outstanding publications by Alagappa University in September 2006. He has been awarded with Rashtriya Vidya Saraswathi Puraskar by the International Institute of Education and Management, New Delhi for his outstanding achievements in March 2010
  • As a Principal Investigator, he had completed two years UGC’s Major Research Project titled Evaluation of NBFCs in Tamilnadu in 2000 and Minor Research Project on Financial Services of NBFCs in Coimbatore Region. Further, he completed a research Project on “ WTO and Intellectual Property Rights- Challenges and Opportunities for Members of ICSI”, funded by the Institute of Company Secretaries of India in June 2005. He was a Co-investigator for the three years’ UGC’s Major Research Project titled “Small Business Equity Financing”. He has not only organized several programmes, but also participated over 45 National / State level Seminars, Regional Conferences and Workshops and Presented Papers.
  • He has been a member of Board of studies in several Autonomous Colleges and Universities. As the Cultural Coordinator of Alagappa University from October 2000, he participated in various Inter-University Cultural Festivals and led several cultural teams to various parts of the country and bagged many Prizes and Medals.
  •  He has been Associate member of Management Studies Promotion Institute, Member of Research Development Association, Jaipur and Fellow Member of United writers’ Association. He has been a member of Editorial Advisory Board of Taxcom ( India ), Jodhpur , Rajasthan. He has served as an Expert member for review of books relating to commerce, law and management and Taxation for Review Projector India. He has been a resource person for various refresher courses and Entrepreneurship Programmes. He has assisted Madurai Chapter and Pondicherry Chapter of the Institute of Company Secretaries of India for organizing several Investor Awareness and Education Programmes, sponsored by Ministry of Corporate Affairs, Government of India. He is a Member of Doctoral Committee of various Universities. At present, he is guiding 8 Ph.D scholars.
  • As an Administrator (Director of Distance Education), 17 new programs, including 5 Science programs, have been introduced during 2007-2010 in Distance Mode of Alagappa University. He acted as an instrumental in effective functioning of Grievance Redressal Mechanism with cliental care on Distance Learners through smart communication system. He has been deputed for evaluating the performance of extensive number of Learning Centres across the country and in Abroad and for facilitating them in providing quality academic delivery to different segments of learners. His consistent and strenuous efforts with the authorities concerned gained its momentum in getting Ex-post facto approval since 1992 and Recognition to Distance Education programs by the Distance Education Council (DEC), New Delhi. His passionate and perseverance in implementing MBA e-Learning, first of its kind in State Universities, through Distance Mode, with the guidance of the University authorities, was much appreciated. His special attention in updating database in the University Website, monitoring the functioning of Learning Centres in India and Abroad, prompt replies to the distance learners through mail and fax creating database for M.Phil programs, Inventory mechanism of distribution of course materials Course Materials, instant e-mailing to Learning Centres about delivery of course materials resulted wide reception among the staff and learners and consequently enhanced the strength of students admission.
  • He has visted Saudi Arabia , Kingdom of Bahrain , Sharjha, Ajman, Dubai , Abudabi , Singapore and Sri Lanka for Promoting Distance Education of Alagappa University particularly for MBA programs.
